One estimate puts the typical gas driver's total annual gas tax burden around $240. That is the baseline the EV fees are meant to replace, and in a growing number of states the replacement costs more than the original.

41 states charge EV owners a fee instead

The median extra registration surcharge for a battery EV is about $150 a year. The range is wide. Texas charges $400 at first registration and $200 a year after. New Jersey's fee is rising $10 a year until it caps at $290 in 2028, meaning a new EV buyer there can face over $1,000 in registration costs up front. Georgia charges about $211 a year while the average gas driver in the state pays roughly $152 in fuel taxes. Pennsylvania started collecting a $250 EV fee in 2026. According to Atlas EV Hub data, 36 states now impose EV registration fees that leave EV drivers paying more annually than gas car drivers contribute through fuel taxes.

Plug-in hybrids usually get a lower fee than pure battery EVs in the states that distinguish them, since PHEVs still buy some gasoline. Regular hybrids are excluded from the EV-specific fees in some states, including Texas.

The per-mile experiments

A few states have decided flat fees are the wrong tool, because flat fees do not scale with how much you drive, the way gas taxes do. Oregon's OReGO program charges EV drivers 2.3 cents per mile. Utah charges 1.25 cents per mile with a $180 annual cap as of 2026. Hawaii charges $8 per 1,000 miles with a $50 cap, voluntary for now but mandatory for EVs by 2028. For a driver doing 12,000 miles a year, Oregon's rate works out to $276, which is honest road-use pricing whether you drive a Leaf or a pickup.

My take is that the flat-fee era is transitional. Gas taxes scale with miles driven and vehicle efficiency, which is rough but fair. A flat $200 fee charges the 5,000-mile-a-year EV driver the same as the 20,000-mile one, and it penalizes the lightest road users the most.
